In a major development aimed at improving product safety and consumer protection, the Kuwait Public Authority for Industry (PAI) has implemented new import regulations requiring stricter conformity assessments for all products entering the country. These updated rules, which came into effect on October 1, 2024, are designed to ensure that products meet Kuwait’s safety, environmental, and technical standards before they reach the market.
Key Changes to Import Regulations:
- Mandatory Conformity Certification
Effective immediately, all imported goods must be certified under the Kuwait Conformity Assurance Scheme (KUCAS). This includes obtaining a Technical Evaluation Report (TER) for new products entering the market for the first time and a Technical Inspection Certificate (TIR) for each batch of shipments. Both certifications are critical for ensuring that products meet the required standards. - Expanded Product Categories Under Scrutiny
The new regulations extend to a wider range of product categories, including electronics, food and beverages, construction materials, medical devices, pharmaceuticals, and automotive parts. This broad scope aims to ensure that the full spectrum of products imported into Kuwait complies with stringent local standards. - Stronger Customs Checks
The TIR will now be required for every individual batch of goods entering Kuwait, not just for product registration. This ensures that customs authorities can verify compliance on a shipment-by-shipment basis. Non-compliant shipments will face delays, and there is a risk of entry rejection or penalties. - Increased Role of Inspection Agencies
To streamline the process, certified inspection agencies will play a larger role in reviewing the product specifications and conducting batch inspections. These agencies are tasked with issuing the necessary TER and TIR certificates, which will be presented to customs before the goods are allowed entry. - Digitization of Compliance Processes
In line with global trends, Kuwait is introducing a digital compliance portal to facilitate the submission of product details, certificates, and import documentation. This will help speed up processing times and reduce the risk of errors. The move toward digitization is expected to enhance transparency and efficiency in the import process.
